Job Summary
- The Business Development Manager drives the Company's business acquisition, market expansion, and revenue growth across the oil & gas, EPC, construction, and related sectors.
- This role will lead the identification, development, and conversion of viable business opportunities, and coordinate the business development and tendering cycle from opportunity identification through contract award.
- The position will also support business development activities across the Group and develop strategic relationships with operators, EPC contractors, government agencies, consultants and other potential clients.
Responsibilities
Business Development & Opportunity Generation:
- Identify, scout and develop viable business opportunities within the oil & gas, EPC, construction and related industries.
- Proactively monitor the market for upcoming projects, contracts, tenders, shutdowns, maintenance opportunities, and strategic partnerships.
- Develop and maintain a robust pipeline of prospective projects and clients.
- Convert identified opportunities into commercially viable business prospects.
- Conduct market intelligence and competitor analysis to identify emerging opportunities and market trends.
Tendering, Bidding & Prequalification:
- ManagementLead the end-to-end tendering process, including opportunity assessment, EOI, prequalification, ITT/RFQ review, bid preparation, submission and post-tender follow-up.
- Coordinate the preparation of technical, commercial and administrative tender submissions with relevant departments.
- Review tender requirements, identify compliance gaps and ensure submissions meet client specifications and deadlines.
- Coordinate responses to client clarifications, negotiations and commercial queries.
- Maintain an organised database of tender opportunities, submissions, outcomes and lessons learned.
Client & Stakeholder Management:
- Establish and maintain relationships with major oil & gas operators, EPC companies, government agencies, consultants and other strategic clients.
- Identify key decision-makers and develop appropriate client engagement strategies.
- Represent the Company at client meetings, industry engagements, business forums and prequalification activities.
- Maintain regular follow-up with prospective clients from initial engagement through award and mobilisation.
Commercial Strategy & Business Growth:
- Develop business development strategies aligned with the Company's growth objectives.
- Identify opportunities for strategic partnerships, joint ventures, subcontracting and consortium arrangements.
- Provide management with intelligence on market conditions, competitors, pricing trends and emerging business opportunities.
- Prepare business development reports, opportunity forecasts and pipeline updates for management review.
Internal Coordination & Business Conversion:
- Work closely with Engineering, Projects, Finance, Procurement, HSE and other relevant departments to develop competitive bids.
- Coordinate bid kick-off meetings and ensure timely submission of required inputs.
- Support commercial negotiations and contract award processes.
- Conduct post-bid reviews and analyse successful and unsuccessful submissions to improve future performance.
Performance Indicators
- Value and number of qualified opportunities generated.
- Tender success/conversion rate.
- Value of contracts won.
- Growth of the business development pipeline.
- Number and quality of new client relationships established.
- Prequalification and tender submission success rate.

Requirements
- Bachelor's degree in Business Administration, Marketing, Engineering, Economics, Management or a related discipline.
- Minimum of 7 years of relevant experience, preferably within oil & gas, EPC, construction or engineering services.
- Professional qualification in Business Development, Marketing, Project Management or a related field is an advantage.
- Demonstrable experience in oil & gas tendering, business development and contract acquisition.
- Proven track record of identifying and pursuing viable business opportunities.
- Experience dealing with major operators, EPC contractors and relevant government agencies is highly desirable.
